There is a dearth of studies comparing the relative explanatory power of several major theories related to policy support for immigrants specifically in the context of local policies (as opposed to those at the state and national levels) and related to immigrant settlement and attraction (as opposed to welfare or legal benefits). By testing alternate explanations of local immigration policy, the analysis contributes to the development of theory related to policymaking in this area. Based on a national survey of municipalities across the US there is little evidence that racial threat theory limits local immigrant supportive policies. However, the policy determinants differ by the type of immigrant attraction and support policy examined.

This article explores local fiscal policy interdependence by proposing and testing a particular spatial modeling method to examine how different expenditure domains interact with neighboring jurisdictions. The analysis examines the extent of spatial interdependence by policy domain and explores the most robust way of determining neighbors for spatial analysis. It concludes that space matters in ways that need to be taken into account in the development of models explaining local spending and that different functional domains of expenditures have different scales of spatial effects. The extent of spatial interdependence varies by spending domain based on the amount of local government discretion and control over the policy area.

It has become increasingly difficult to define progressive municipalities and progressive economic development. Conceptions of “local economic development” tied to neoliberal agendas are often narrow, focusing on efforts to offset perceived disadvantages of a location. Many traditional incentive policies result in a transfer of wealth from the public to the private sector. In this article, we consider whether the introduction of progressive economic development policies into the present neoliberal context might result in improved outcomes in terms of increased equity and democratic empowerment. However, progressive policies in one sector of intervention can yield nonprogressive outcomes in another. We conclude that progressive economic development policies are likely an oxymoron and recommend a complete reconceptualization of what “economic development” means.

Looking across the growing creative class literature, several methodologies for measurement have been employed: analysis of census data and other economic, business, and quality of life indicators; case studies and other descriptive efforts; and surveys of business leaders and other experts. These methods have provided little overall sense of relative validity. This research examines the nature of the creative class using a variety of measures: occupational and demographic profiles, talent and diversity, an expert survey of successful downtowns, creative class accoutrements, and case studies. Specific research questions include the following: Are rankings on different indicators correlated? Do the same municipalities come up high on all indicators of the creative class? How do the different measurement systems relate to overall economic health and growth? Which measurement or combination of measurement systems appears most reliable?

This paper considers the relationship between creative class indicators and economic health in mid-sized American metropolitan areas before and during the Great Recession. Our primary research question is whether more creative communities have been able to avoid the widespread downturn at the end of the last decade, or at least suffer a more limited decline than communities with less presence of creative class. We find that highly creative metropolitan areas are as likely to suffer an economic decline that is as severe as that of their less creative peers. Moreover, key creative measures, such as immigrant populations, are negatively related to economic health.

This paper explores the role that membership in a politicized church and believing in a black Christ have on the political mobilization and participation of African Americans. Using data from the 1993–94 National Black Politics Study (NBPS), the authors conclude that imagining a black Christ is a radicalizing force on political participation. Hearing politicizing messages in a place of worship and believing that Christ is black appears to shift African Americans from relatively conservative or traditional forms of political participation, such as contacting officials, to more non-traditional political protest. Further, it appears that imagining a black Christ is distinct from other aspects of a racial belief system and while it has political implications, it clearly has religious roots that separate it from other racial beliefs.

Economic decline and racial tension have left indelible marks on Detroit and its region. Parallel tracks of recession and race exacerbate and have been exacerbated by Detroit's political and governing culture and the long-term inability of its leadership to develop a stable governing regime. Over the past 60 years Detroit suffered significant losses of population, jobs and tax base, forcing the City to file for bankruptcy protection. The Detroit that emerges from bankruptcy and restructuring will be considerably different than the city in 2013, let alone what it was half a century ago. Detroit's case is extreme but not unique. It provides a cautionary tale about race, severe economic distress and weak governing arrangements for other cities.

This symposium presents a subset of findings from a larger multicity research project using a single operational and methodological scheme to explore the nature of civic culture. The overall purpose is to explore civic cultures in an array of larger cities, test an initial typology of civic culture, and begin to examine the connections between civic culture and local policy. The articles in the symposium make clear that it is possible to empirically identify a parsimonious taxonomy of local civic cultures focusing on systems of community power, values, and decision-making. While many questions about the internal dynamics of each type remain to be answered, the civic cultures identified here appear empirically distinct and theoretically logical. Future research and dialogue need to focus on defining what culture is and what it is not, and then move to explore the linkages between the elements of civic culture and ultimately to local policy.

Although policy evaluations have raised significant concerns about the effectiveness of individual incentives such as tax abatements and special taxing districts, they beg the question of whether, in the right combination, these tools might actually work. This research focuses on this question: Are some incentives more effective in particular combinations as they would normally be applied in reality? Based on an assessment of five widely used economic development programs in the state of Michigan, the research concludes that even in combination, many commonly used incentives have no relationship to the economic health of city residents. Programs that include performance guarantees, particularly related to jobs, appear promising. For many, particularly smaller, cities offering no economic development incentives also appears to be a promising course of action.
